Should 'The Internet' be Technology or Civic in Civ7?

It was a tech in Civ5. It didn't appear in Civ6 (but Social Media civic did, the last Pre-GS Civic)

In civ6 they called the internet "telecommunication"

The real question is 'should we continue civic - tech divide', which in my opinion we shouldn't but that's a separate topic...

Assuming the split is carried over to Civ7, at face value it's a Technology, but the social ramifications of the internet have been so profound I can see an argument for making it a Civic.

^ Yeh particularly whoever has access to the device which becomes ever cheaper and more accessible both the hardware and the very network system itself. it really 'bypass' tech-up progress (more or less)

Or it could be a world wonder like it is in Civ Rev and the 2010 board game?

Joking aside it should be a technology. As others have said Social Media could be a similar civic for it most likely requiring or boosting it.
