Silver Star next to city?

Ok I am wondering what the silver star next to a city's name means.

I know that a yellow star around the population number of the city indicates the capitol. What does silver mean?

Also right now I am entrenched in a conquest/space race victory conditions game.

I am in the middle of conquest but I wondered if they do start building components of the space station, is there anyway I can intercept and reset their work? Is there a city I can take or raze to restart their progress? Is a spy the only unit that can slow their production? If they lose the city with the apollo program do they have to rebuild that or can they keep progressing towards win. Is there any way I can stop them?
 
There is no way to undo production on a spaceship. Once a peice is completed, it remains completed forever unless the civilization itself is destroyed. Note that all SS parts and the Apollo Program are considered Projects and as such are not tied to any city.
