Simple program to combine mods?

It's frustrating to have all these great mods without also having a simple utility to put them all together! I mean, for XML files I can do it (but it needs time to change each and every modified line), but what about python?? I don't know crap about it and don't know how to put its lines together, why isn't there anything which addresses that?

It is a complex undertaking, the only thread I've come across is this one Mod Switcher. This project seems to be back on track and looks to be very useful, its worth checking out.
