ok thank you in advance for bearing with a newbie in editing

I've created an edited file *.bic file in otherwords, now what do I do to make the game rely on those new rules?

where do I put it?

It doesn't matter where you put it, just choose LOAD SCENARIO when the game starts and point to your file. Another option (which seems to override some bugs!!) is to name your bic as civ3mod.bic and replace the one already in the civ3 main folder with the one you made (remember to backup the original first!).
