Size 3 settlers?

At what point do settlers create size 3 cities with Harbor, Forge, Aqueduct, Granary?

With the discover of Astronomy all the medieval and later civs (Vikings and onward) get the full package. The later civs actually get automatic access to this, as long as they discover the technology (Inca, Mali and Aztecs for example, won't get a free harbor until they discover Sailing).

However, Ancient and Classical civs (Maya and before) won't get those bonus buildings under any conditions.
 
What technologies dictate whether or not a settled city will immediately start at size 2, 3 or 4 for certain civs?

This is not tied to technologies, but to a so called 'eraModifier' in the dll. There it is said, which civ's city start with which population size. The European civs (except Rome , Greece and Vikings) start with 2 but with the completed research of Astronomy their cities start with size 3 (the only technology modifier if you want ;)).
 
Actually the Vikings are the same as the other Europeans in this case, although I think the Dutch are in the 3 pop category. I'm fairly sure the categories go as following, with letters being the first one in the civs name:

Ancient: E, I, C, B
Classical: G, P, C, R, J, E, M
Medieval: V, A, K, S, F, E, G, R
Later: D, M, P, I, M, A, T, A
 
Khmer also don't get size 3 IIRC with astronomy, don't remember also about arabs but I think it's same with khmers and vikings.
