Not sure about your technical question, but the only way that I know of to play with werewolves is to be the first to build Baron Duin Halfmorn. Send him out to win battles and create Ravenous Werewolves. Use those units to win a battle quickly to keep them. The technology Feral Bond is the only prerequisite to building Halfmorn.

This happens to me occasionally. I don't know what causes it to happen, and unfortunately you can't fix it from the game's options menu.

To fix this problem you need to locate your CivilizationIV.ini file (look in "My Documents/My Games/Beyond the Sword"). Make a backup copy of the file (just in case something goes wrong) and name it something like CivilizationIV.ini.bak. Then edit your CivilizationIV.ini file and search for "EnableVoice". You should see this: "EnableVoice = 1"; change that line to "EnableVoice = 0" and save your change. The error messages should go away (until the next time it mysteriously re-enables itself).
