Honestly, over 200 cities all at above 75 population isnt easy at all...

I'd like to know how he got to such a position so early in the game... I really wish he included some earlier game saves

I believe he spend a LONG time, and made liberal use of the Food Caravan Trick... which is illegal in just about everything now.
