With Rainbow Dash as leader, one can start a civ atop the clouds and would be untouchable until an opponent builds an airport.

In Civilization II: Test of Time, in the Fantasy Campaign, there was a bird race that could settle on clouds, which means that this would not be new to the Civ series at all.
