So what is it, exactly holding up custom units?

What is the problem, and how can it be fixed, and when will it look like custom units can begin to get made? Papa wants Centurion Great Generals leading the legions.

There are no problems that I am aware of. I plan on making some Roman era units in some of the latter versions of my upcoming Roman Empire mod/scenario.
