Babylon is in civil disorder because of unit unhappiness. Each turn they're adding one Entertainer, and the result is the same every time: 1 less unhappy citizen and 1 less happy citizen and the city is still in disorder. 
It is now 1 turn later and they have lost a couple warships due to shield shortage. Now they try to build a new ship with 0 surplus shields. What about rushing a Police Station instead?
They also have 1 food shortage and very little food in the box. Soon one citizen will starve to death and they will lose one or two more units that they cannot support.
