Sound Effects Won't Go Away!

I turned off all sound in the Audio Preferences but I'm still getting sound effects! I am not getting any music, but I still get sounds of marching feet, birds, etc. Any clues what's going on with this? Anyone else experienced this?

Try adding "NoSound=1" to your Civilization3.ini file. Should totally disable all sounds from loading and playing.
