Effects of counter spy? Possible diplomacy issue.

46 turns ago I did a steal tech and steal government secrets on Confucius. These have still not resolved, both showing turn 46/15. I am currently on turn 90 in exploration, playing with longer ages.

I saw someone mention a steal taking 30 turns to complete, the poster assumed it was because of counter spy. Anyone else experienced this? It's cut my diplomacy points by 25 per turn for half the age as well, just like any ongoing steal action would I think.
 
I thought diplomacy points were only cut when caught.

There is a constant negative to influence while conducting these operations. If you click on your yields in top left it helpfully condenses all your positive and negatives that don't come from buildings or improvements and calls it "Other Yield Income". I swear this game is so silly. They have detailed breakdowns of all your yields that you could easily see by going into the city screen, but the stuff you can't see at all just gets added and subtracted together and called other.

Steal tech completed on turn 49. I'm now on -29 influence per turn. That's not total, that's how much it's reduced by ongoing spying.
