Space elavator not buildable?

In the atached save I cannot build the space elevator despite having the tech, the Apollo program and no one else having completed it. No idea what must be done to reproduce this behaviour, I have built it in previous games without issues but maybe someone else has the same problem?

Apologies in advance if I have failed to fulfill a condition necessary to build it. I checked the civopedia and the manual can see nothing.

The space elevator often doesn't seem to be buildable in some of my cities for no obvious reason. I have one, probably completely wrong theory though. The elevator would in real life have to be built on the equator, so possibly the city has to be at least somewhere near the equator to build it? I only suggest this because whenever I have only some of my cities able to build the elevator, it always seems to be the ones nearest the equator that can.

Good spot! A quick check of my saves reveals that in two cases I could only build the elevator in a subset of my cities, namely those closest to the equator.

Though it neat that they have (maybe?) done this by design, it really should have been documented methinks. I am a physics graduate but my assumption on seeing that I couldn't build it was always going to be that it was broken rather than to worry about the real complications of engineering such a thing (me = lazy).

From my last game I think I noticed the following 'bugs' related to Space Elevator' (bugs compared to the 'official things').

1. Space Elevator was on the possible build list for some cities even before I completed Apollo (but after having the proper tech for Space Elevator of course).

2. After Apollo, the Space Elevator was not (or more precily was in grey - but saying need Apollo 0/1 or something like that) in the build list on my main cities (those with already 2 Nat Wonders...)

3. I never had the message that an AI had built it (despite Space races quite tense) or that my Space Elevator was canceled

--> My opinion is that the Space Elevator might be considered (incorrectly?) by the game as a National Wonder. It was far too late yesterday to do any further investigation to confirm that...

yepp, same thing here, buildable in some cities and some not
if you get reproducable steps, report it in "bug reports center".

it's in the xml file for the buildings

for space elevator

<iMinLatitude>0</iMinLatitude>
<iMaxLatitude>30</iMaxLatitude>​

that means up to 30 deg north and south from equatorial line

while all the rest of the buildings are pretty much the same

<iMinLatitude>0</iMinLatitude>
<iMaxLatitude>90</iMaxLatitude>​

that means everywhere from pole to pole

Ah, so it is that it has to be near the equator. Maybe they should have pointed that out somewhere, since a lot of people have been confused by this and may not realise a space elevator has to be on the equator.
