Space Elevator (?)

What is meant by "Can build at a maximum latitude of 30 degress," in the description in image below?

Also, it seems to me the Space Elevator come too late in the tech tree to be of real value. If you shoot for it prior to building space ship parts, you could fall dangerously behind in the space race. And, if you build it later, it plays little into enhancing your chances of winning the race - you've either already won it or lost it.

As far as the utility of building the Space Elevator, I'd say it can be vital. It all depends on how close your space race is. If it's close, you don't want one of your competitors to get it, so best get it yourself. It and Laboratories are key to winning a close race. Production, rather than technology, is often the constraining factor.
 
It is useful. My friend beat me by 1 turn in the Space Race because he had it and I didn't
 
The great thing about the Space Elevator is that you can use gold and great engineers to build it quickly, whereas you can't with any spaceship parts. I usually save a few thousand gold and a great engineer to build it instantly, which will gaurentee me a spaceship victory in a tight game.
