Spain fleet/armada mercantalism issue

I can't from fleets and armadas after researching Mercantilism when playing as Spain.

I have Real Era Stop (Renaissance) and some other Mods activated.

When I have two frigates or caravels next to each other, the two stars don't show. I build two frigates in a city with a shipyard but still no go.

Am I missing something?

Have you the ability to form fleets yet?
Spain gets armada forming ability when it reaches marchantilism and can form fleets.

Spain gets the ability to create armadas early but still must obey the rules and be able to create a fleet.
One you can create fleets with nationalism, get Mercantilism to be able to create armadas.

The civ ability description makes it seem as though you can form both fleets and armadas after having mercantilism.

It says "may form fleets and armadas earlier than usual (Mercantilism)."

I just used firetuner as its a fast way to check. I have the vaniulla system with all DLC's and it seems to work for me

I just gave Spain Mercantilism... they have no other civic

I then spawned 3 galleys these 2 can form a fleet as they are adjacent

The next turn they can form an Armada
