The Phoenicians/Carthaginians have historically been an expansion civ (I know that means nothing with the sheer number of civs we're expecting); also, Aksum is a naval civ. Also in Antiquity MENA we already have Egypt, Persia, Assyria, and possibly Babylon plus Greece, Rome, and Aksum in adjacent regions so I'm not expecting all the MENA civs at launch (as much as that would please me). So I'm not expecting Phoenicia at launch but will be very pleasantly surprised if we get them.Why are you drawing those conclusions? There's 9 Antiquity Civs left. There will be at least one naval oriented Civ in the antiquity, and so far there are none. I think they are more likely than not to show up.

Updated version with Greece and Persia. I think Greece is correct based on the shape of the icon and I think I can see Persia matching if I squint. The one between Maya and Persia looks to me like an animal, maybe the head of a horse.
The icon ahead of Aksum is the Random button.In the main Civ VII leader/civ speculation thread, there's an image of 14 civ slots, some of which are revealed, and some of which are blank, in alphabetical order. Based on what we have identified, there is one civ before Aksum with an unclear icon (probably Achaemenids, possibly Akkadia), one blank icon between Greece and Khmer (probably Han China), two civs between Maya and Rome with unclear icons (one is probably Mississippians, the other could be any number of options, but neither of them look like prior Phoenicia/Carthage icons), and three blank icons after Rome.
So I think it is safe to presume that as of the time of this clip being taken, Phoenicia was not planned as base game release.
Aksum is kind of naval-trade oriented. And we are expecting Tonga to appear in antiquity era. There is also still room for "Vikings" although I doubt that they won't be called Norse. But we will have naval civs on launch and Phoenicia is not obligatory.
