Spawned in the same tile as a city-state settler

Started a new game on an islands map, was very surprised to see my warrior occupying the same tile as a settler for a city-state. If I don't immediately found a city, the AI will do, creating a city with my warrior garrisoning it. I'm running 1.0.0.26

Loaded your save, yeah it's odd alright. (I declared war and took their settler, which took them out of the game).

Did the same thing, actually, but I reloaded the save to see what would happen if I didn't. I'm having some fun beggining a game with two cities. Used them to crank out viking longships and raided some stuff.
