No it isn't. I just checked some saves from my HoF game.
2230 BC - 6 cities - 300 shields for Palace
1300 BC - 25 cities - 400 shields
2049 AD - 511 cities - 1000 shields (max # of cities you can have while still leaving the AI with 1, so 1000 shields is the max)
I loaded up some other saves between 2230-1300 BC and they were still 300 shields, so I'm not sure when it starts costing more than 300 shields, and at what pace it increases.

Your page illustrates the terrific patience required to place the FP where you want it; not just patience to wait 200 turns, but patience to do the micromanaging necessary to build much more than the FP in the same 200 turns. Excellent.
I never thought about this short-term advantage, but it is a very good point!
In addition to the reasons stated above (all of which are very good), the Palace plays a key role in culture flipping, in both directions. Also, the FP costs 200 shields, and the Palace only 100...
Using capitol location as an offensive weapon in the culture war is my main reason for building the FP near my original capital and then moving the capitol. Zacharial's web page where is is building the FP in Munich is an excellent example of where building the palace would net great effects!
Also, by building the FP close to the capitol, it can be built in a city with low waste to begin with, keeping the turn cost down.
