Spellbooks Questions

Got a couple of questions about the spellbooks.

1. Can they grant lvl 1 spells?

2. If they can, and your mage already has lvl 1 promos (i.e. given by Govannon) are those promos removed from the list of possibilities or do you simply not get as many promos from the book?

Basically I'm wondering if I should bother using Govannon to teach Gaelan how to cast the level 1 spells or just try to get as many high level spells as I can for the one I want to get closest to the omnipotence promo and make the other a semi-basic archmage.

to answer your questions:
1) yes teach the spells
2) wait with the reading of the book until you have arcane lore (thanks silaor), it will increase the chance of getting tier III spells upon reading wildmanaguardian spellbooks.

Arcane Lore allows for spell level 3 fro spellbooks IIRC.

I had read that guide just didn't see anything in it about what level of spells were possible.
