This could be the secret to keeping Babylon around til the end of the Game.
Prior to the Arabian Spawn, move the capital to Jerusalem. By this time you should also have at least a city in Persia (probably Parsa) for the Elephant, one to the North West (to access the Iron and work the wheat and copper, plus Babylon and Jerusalem. Without Jerusalem or any rebels, Arabia will either wither and die, or commit suicied against your elephants.
Then, to deal with the Turks, you can't QUITE squat, because you'll have two cities in their territories, unless you don't build the copper/wheat city and instead build a city on the Anatolian peninsula (I like the one south of the black sea on the river) and thus box them in, too, after you make that your capital.
Since these two civs are the only real challenge to Bablyon's safety in the game, squatting can let you weather the storm, and keep Babylon as a late game superpower (I usually also add egypt, Greece and Askum to my empire and turn much of Europe into vassals, more than a match for Russia and the USA, the only other two potential superpowers in the game.
