Start Game, or Work on Rules?

Could we have just a President who is responsible for organizing game play at the start?

Personally, I would like to see the President as well as the offices established before the game is started.

I think we take all stuff slow so we get a really good thing and we work on the rules, its not so good being to hasty...

i voted work on the rules. we atleast need to know who is playing the save before we start the game.

As opposed to the people that want o rush headlong, as we've done before, into chaos and madness? So, CG, do you want to spend a bit more time nailing down the rules, or handle the chaos of no rules. You've complained about both, which one is your preference. No fence sitting!

I agree with that. It is best that everyone knows what the rules, so that the game can proceed without uncertainty about this.

However, if the majority wants to start the game first, I'm also fine with that.

Just a suggestion though, IMHO.

By rules I think they mean a constitution, which acts as the first layer of rules, stating how things such as making new rules can be created, and the rights of citizens, as well as a few other things. However, under that layer of authority, there are more complex laws (rules) that state specifics, like the duties of certain offices. ie. The Secetary of War has control over all ground units.
