Starting Ranger

How would I set a leader to have two Rangers to start, and be able to build rangers at the start?

You'd probably need to make a unique unit identical to the ranger that is available earlier. I'm not sure about how to start with them right from the beginning, but if you give the civ a unique Palace that spawns two of your unique rangers when built then that would give you them upon founding your first city.

Doesn't appear to do anything... Not seeing any new options popping up.

You have to modify the setup file RASL_GameSet-Up.xml, its not in game.
