Okay, It says their is a problem with my Directx driver or my video card. Yes I installed 1.52 pathc. Here's the image of the error box. Any help?

What video card is it? The only thing that comes to mind is that your video card might be incapable of displaying 768x1024 pixels or higher. Try windowed mode by opening the Civ4.ini file and look for the line:

; Specify whether to play in fullscreen mode 0/1/ask
FullScreen = 1

Change '1' to '0' and it should launch the game in a window. See if that helps at all.

What version of DirectX you have, if any? I think you need at least 8.0, or am I mistaken?

Okay, I figured it out. Something about the settings my video card wa using...Weird. Thanks for your help though.
