Steam says Civ 5 is running and I can't even play

I've been trying for 5 hours to get Civ5 to run so I can play. All it says is that its preparing to launch, which it never does. I've upgraded the drivers of my computer, I verified the content or whatever its supposed to verify, I even tried adjusting the compatability options and nothing's worked. Right now I'm trying to unistall the game but it won't let me. Steam keeps saying that it can't unistall while the game is running but I can't even get the game to run. Steam even has the audacity to say that I have 2 hours of gameplay!!! So I have two questions:

1. How can I unistall and reinstall Civ5 when steam is telling me to the game when its not even open?

2. How can I get Civ5 to run with me actually being able to play it?

How can I upgrade my graphics card without having to get a whole new computer?

If it's not a laptop, then you'll have to buy a dedicated graphics card (range of 70-90 €/$).
If you're not really a computer person, you should probably ask someone computer save to add it to your computer. Doing that is not really complicated, but the interior of a computer looks at the first times a bit confusing.
