Steath Bombers & ICBMs can't be targetted

OK - I build either the bomber or the ICBM - the bomber is in range and can do a recon. But when I tell it to bomb a city or tell the ICMB to nuke a city - nothing happens. I have the unit selected and I hot the B or N key deending on what unit it is and then I go to the city I want to hit - on the bomber there is a targetting square and when I click on that - nothing happens. And on the ICBM, it is in Nuke mode and when I click on the city I want to Nuke - again nothing happens!!!

Any ideas?

I was at war with one civ, built an ICBM and was able to nuke them. However I was not able to nuke another civ I was not at war with.
Sounds like a bug to me.
 
I thought that might be the problem so I attacked with tanks - but it made no difference.
 
u cant bomb/nuke a civ that is peace with u, to solve that, simply alt click on their leader name on score list
 
At least you can't nuke anyone if you have friendly units in the affected are (including spies). Don't know about the bomber though..

Sounds like a bug to me.

Not really a bug as far as not being able to attack, you can't attack any civ or enter their territory without first declaring war (or open borders).

The problem is that it isn't giving the automatic prompt to declare war when you attempt such an action as it does when you do so with other units.

Alt-Click their name along the bottom right of your screen and you have instant war. Add nukes.
 
I am at war and I am sure I moved the friendly units out of the way - but I'll verify that
 
You also can't nuke a tile that is next to your or friendly terrain.
