[GS] Stop high difficulty level speed creep

Both techs and civics should have an increase in cost across the board for all civs, human and AI on emperor +5%, immortal +10% and deity +20%, adjusted after the game speed adjustment in order to curb the game era speed creep that comes with the high difficulty levels. Other costs, unlike in a change of game speed setting, can stay the same.
At least this should be available as an advanced option.

PS Ib4 someone says "why not just choose a slower game speed for Deity?", the answer is that the problem is not the speed but the tilt in the entire game balance. Eras are buzzing through twice as fast as they are originally designed. This makes everything relatively more expensive, there is not enough time for inside an era action, before that era ends. The point is not to slow everything in the game equally, but allow more things, like fighting wars, constructing units, buildings, wonders, districts, before the era ends and a new era is kicked off, therefore the slowdown only on techs and civics as a re-balance.
