Stopping people from stealing techs?

So, is anyone else having trouble stopping the AI from stealing their techs? I was a bit ahead of all of the AI civs going into the renaissance, and have had about 20 instances of techs being stolen out of my capital. I have a spy there on counter espionage duty as well as a constablery, so according to the numbers I'm seeing I should be intercepting just over half the attempted thefts. To date, though, I haven't intercepted a single one of the two dozen tech thefts that have occurred.

Kind of frustrating...
 
Counter-intelligence buildings don't increase your likelihood of intercepting. They put a penalty on the rate of speed at which enemy operatives in the city gather intelligence. That rate is based on the tech output of your city, modified by the experience level of the spy gathering intelligence. Your counter-spy and buildings reduce that rate.

The only thing that influences the likelihood of catching and killing the enemy spies is the relative experience ranks between your operatives.

To some extent, though, you're going to have to accept the fact that Espionage is a counter-weight against a Science run-away. Unless you have the Great Firewall wonder your giant sciency wonder-capital is going to get raided constantly so inferior civilizations can catch up to you. Espionage is definitely designed to make it harder to be a run-away leader in science.

Ah, that makes sense. And after I think about it, having an anti-tech-runaway mechanic is a good thing.
