Strangeness, is this a bug?

Don't know if this was brought up before or not, but this is something I've noticed happening.


Some cities will keep keep having the same two improvements over and over again.

In the current game I'm playing, three of my cities keep having Coal Plant and Solar plant showing up. I complete the one, go onto the next when it is completed, then as soon as it's completed, the previously completed improvement shows up in the build list once again.

This has happened when I've played scenarios editied or just from the game itself, and while playing at Chieftan and Monarch levels.
 
This is intentional, although since you never see it at lower techs, it can be disconcerting the first time you see it (or realize it, in my case ;) ). Basically, your city can only have one of the three plants (coal, solar, and nuclear) built at a time since the benefits overlap (increase factory output). Check the civpedia for the tradeoffs among them.
 
You can build a coal plant and then, after you have done the research, build a solar plant. The solar plant replaces the coal plant and doesn't create its own pollution (the coal plant is especially 'dirty').
 
The preferable type, IMO, is a nuclear plant if you can (on fresh water). MUCH higher production and no drawbacks so long as you keep the city out of disorder.
