Struck on unit needs Orders after being surrounded

On version 1.0.0.26

On turn 270 my capital ended up getting surrounded by Rome with two units inside the hex whose only option is to move but can't be done because I have nowhere to move to. Not sure if this supposed to be end game or not but currently just stuck with "Unit needs orders" and no options to do anything.

Can you hit the + and disband one of the units?

Yeah that worked, thanks. Guess it's just not obvious you need to do that.
