Stuck on the World Congress - cannot advance game. Patch 1.0.0.290 (Not a Bug)

I was playing my Korea game and got to turn 300 or so and the World Congress happened. The problem I had with it is that every time I would select a vote on one of the proposals it would take away the vote for the other one in the same category so that I couldn't vote on them all and therefore could not click next.

Because of this, I am permanently stuck at the WC screen since I cannot advance past the vote because every time I vote on one proposal, it clears my vote for the other in that category. I would be interested to know if anyone else has run into this and if you've found a way to advance when this happens.

There are always two forms of a proposal, A and B. You can vote for one or the other, but not both. Within each version, you can vote for or against that version. (Keep in mind that the two versions are NOT always direct opposites of each other. Makes for sometimes voting "for the lesser of two evils".)

Also, somewhere around the Industrial era or so, the Congress starts to propose THREE items. You will have to scroll down to see that third proposal. (Usually some kind of competition. The one I keep getting is, "Who gets the most Great People" which I KNOW I would lose, so I heavily vote against it.)

Ah, I didn't realize that I didn't have to vote for all 4 (2 in each category). I wonder why it wouldn't let me click next and it said I had to vote on all proposals as the reason why I couldn't click it. I have tried voting for 1 of each type but still can't continue on for some reason. A friend of mine also told me today that you vote for one or the other and he never had the problem I did with it. Do I need to spend all my favor before continuing or something? I'm really stumped here.

Edit: Ok, I finally figured it out. I feel dumb but I just didn't realize I had to scroll down to see an extra proposal that was hiding down there, heh. Ah, well, I'm new to Civ6 so the interface is not familiar yet, but I'm learning. Sorry for the false bug report.
