In every modern civilization (unless everyone is a braindead, follow the leader type), exists many subcultures (like CivFanatics for example :p ). In the world scene America is the undisputed culture leader. For better or worse (worse, imo), US culture permeates through many other nations.

For civ 4, this could be represented by percentages. The dominant world culture/nonaggressive military could represent say 20% of another civs culture. Ex: Babylon is dominant world culture with a strong military. Babylon is friendly to the Inca, so the Inca in return have a ratio of their own culture which is Babylon inspired. It is not actual loss of culture, but overlapping which brings extra culture to Babylon and is minor incentive not to attack Inca. If they did attack, this would eliminate Inca's "contibution" to the overall Babylon culture until peaceful and friendly relations is restored.

Just FYI, this subject has undergone a HUGE amount of discussion under the thread 'The Culture Spreading Model'. In it, most of the contributors are advocating a system in which a proportion of a nations culture flows from areas of 'highest to lowest' culture. Thus, we are talking a form of cultural 'osmosis', if you will. In addition, it discusses the possibility of an active culture flow system (in addition to the passive Osmosis) via movement of certain trade goods and immigrants. Lastly, the Culture flow model discusses the possibility that, if you have a city with two cultures of relatively equal value, then you might get a form of 'culture crunch', where the two cultures merge to form a wholly new, regional culture.
