Sudden loss of two cities to other civs

I don't know if this is a bug or not but I'm left at a loss for what has just happened in my game. On turn 129 two of my core cities are my own; hit next turn, and now one city belongs to Xerxes and one to Harriet Tubman. Xerxes at least declared war on me but has no units in my area. Harriet is a neighbor and we're not on good terms but not at war. I'm just not sure how i lost control of two cities to other civs. some notes on the game:

  • I'm at the end of antiquity (90%) and in the middle of the crisis which has generated a lot of unhappiness (most cities/town at -10 or greater)
  • Several turns in a row have resulted in 'revolt' where improvements/buidlings are being destroyed.
  • the two cities that have flipped are core cities that I founded (Hatty/Egypt).
  • Nothing in the notifications provides any indications as to why these cities have flipped.

Its a UI bug that is not telling you this can happen with prolonged unhappiness in that Crisis.
 
interesting. If the UI indicated I could just lose the cities to other civs, would've been helpful to reiterate that (or maybe i just missed numerous warnings).

i'm not sure I can save the cities then. The unhappiness is really gross with the crisis coupled with the fact a war with Harriet ended less than 10 turns ago (a war where i rejected a peace plea, no less). The odd thing is the cities that flipped weren't even unhappy; unlike Harriets' towns i get to keep currently sitting at -25 unhappy.

The cities shouldn’t flip without being unhappy..that would also be a bug.
