Suing for peace?

I'm playing a game at regeant level. I'm the Germans and have no saltpeter. My reputation is atrocious (and I don't know why). Anyway, I had no saltpeter so I went to war with the Persians who had two (No one of the 4 civs w/ saltpeter would trade) and quickly captured the two cities with my knights. But after getting my saltpeter I want peace. I'm not strong enough to demolish all of persia or take anymore cities to force peace and now they won't "acknowledge my envoy!" I just want to build libraries and universities until the industrial age when I can mow them down with my Panzers!:tank:
 
The only ways to make them talk are to take more of their cities, or to wait. They'll come to talk to you if you start tearing through their cities, but eventually you'll be able to talk to them again.
 
If you don't want to attack anymore on Persia, I'd suggest the waiting game. Buy a couple of Musketmen (now that you have Saltpeter) to defend each of your new cities. If Persia wants to attack you, let them and laugh as their units fall to your gunners. After the defense is in place, go ahead with your cultural endeavors; keep your Knights around to help defend your cities as well.
Hopefully the Persians will take a couple of turns to regroup at some point; that's when you want to request a peace treaty. They should be willing to talk after a few turns of inactivity. Of course, that's not as much fun as just kicking their arses (in my opinion...hehehe)
