The key question is "who will have been playing that civ prior to the switch"

If the answer is "the AI", bear in mind that what may look like a good civ from the outside may be a disaster to switch to. Regardless of the human player difficultly, the AI always plays at the Chieftain level - so gets large bonuses. The AI also gets the AI related bonuses from the difficulty that the human is playing at - the higher the human player difficulty, the bigger those bonuses are. When the civ switches from AI to human it will lose all of those bonuses. Expect happiness to plummet and possible immediate negative GPT with the resultant impact on science generation. Also expect a ridiculously large and out-dated army and cities full of buildings you wouldn't normally build.

Before investing a lot of time coding this, use FireTuner or IGE to switch to an AI controlled civ and see what the effects are (especially at the higher human difficulties)

it will be a part of the current player's civ given to a new civ, so all the familiar cities.
