Seeing as the Domestic Consul's poll was rather inconclusive, I'm going to start this over from square one. We have a settler coming out of Camelot. Where do we want him to go?

We'll be going to war with India soon, so we'll have room to expand that direction. The green title between Bentley & Roosting Tree is the next spot that should be settled. It won't be too corrupt so it will be productive (and we need as much production as we can generate for our upcoming wars); it's on a river and is otherwise a good spot; the location makes sense in terms of our growth pattern; and its location also makes sense in terms of furthering our war effort. You could make a case for either the adjacent blue or red squares, but their positions aren't as good as the green IMO.
 
I think we should head the otehr way. We've got some land the Dutch are just starting to capitolize on out in the NorthEast. We could easily plop down three or four more cities there until we hit the desert (if there is one) We could plop a city 1NW of the light blue east spot and get two wines and a horse after expansion. Then we've a cow up there we could use... Theres more room, people/
Also, I've said it a billion times: IronWheat. If we did IronWheat, we should put a city also in the spot I mentioned earlier w/ the HorseWines to put triple cultural pressure ont he Hague. Rotterdam isnt shield-rich. A simple temple would quickly counter any cultural influence on the IronWheat city and it would be able to outproduce Rotterdam.

our next city should be the light blue square on the India border. this can help flip Bombay.

its time for an EXECUTIVE DECISION
We are leaning towards an Indian war, and will be conquering their lands. Also in term one, we voted for a medium settlement density. These have led me to go with SaaM's 1NW of blue proposal. It makes the best use of land and is a able to grab multiple resources.
 
Go for the north east blue sqaure. It'll allow us to get at the huge spaces up there for further expansion.
 
Please don't settle beyond the dutch. Such cities will be strategic liabilities and will not be able to defend themselves when war with the Netherlands breaks out. We should settle these spots after this war.

The tundra sites will not be productive, will probably (if corruption still has a rank factor as in VanillaCiv) increase corruption/waste in other cities, and therefore should be settled only after our palace has moved somewhere else.

That leaves the area NW of Donsignia as the only one available for settling right now. The lightblue spot is perhaps risky (flips?), but probably the best spot once Bombay has gone. Otherwise, lightgreen is ok, but will lead to 4 cities with very few tiles to share between them.
