If you didn’t have these buildings in your cities an era ago you wouldn’t have opened this policy tree in the first place.
which is exactly what I said, I would already have shrines and temples in my cities when I got this policy, so to me its functionally equivalent to "+4 culture in all cities".

Now, I have no issue with +4 culture in all cities, that's a nice bonus, and to me works better than the clunky happiness bonus we have today. neither of these bonuses are interesting and will "change my play", but the +4 culture is solid and gets the job done.

To me the only bonus here that actually would change my play is the vote one. With getting 2 votes for every 10 cities converted....that makes a DV religion play a lot more interesting and cool.
 
I'm in favour of opening the medieval trees up in terms of victory condition. It's probably not enough for someone primarily interested in Diplomatic Victory to abstain from Statecraft, but at least it would help a Fealty player pivot from their primary.

I was thinking the exact same thing. With this I might could go "ok Plan A isn't working, let me go mass conversion and go for a DV".
