I just upgraded to Civ IV and I can't find out how to change the tax rate. Can someone help

There is a sience meter and a culture meter (after you discover Drama) at the top left of your screen that allow you to go from 0% to 100% in science and culture. If both are kept at 0%, 100% of your GNP is going towards taxes. If either are at 100%, or both add up to 100%, you are putting none of your GNP towards taxes. If one is 50% and the other 10%, you are putting 40% of your GNP towards taxes. Basically, there is no meter for taxes but when you manipulate the science or culture meter you are adding or subtracting from your tax rate automatically.

Yes, that's true. Hence, the higher those two meters go, the lower your gold per turn generally goes. If you click on your finance report (I believe it's right next to your treasury, a button with a gold stack on it), it will break down your treasury, gold piece for gold piece, per turn.
