Let's recap the situation:

• The most recent version of the utility was posted in 2002 and is stated to be compatible with version 1.17f of Civ 3. That's before Conquests was released. So the probability is very high that unless you are using version 1.17f of the original game you're going to get an error message.
• A post from 2006 makes it clear that the program was not updated when Conquests was released. The creator has not posted or been active at all on this forum since 2002.
• The post just before yours was written in 2006. That makes it highly probable that people have moved on from using a ten year old utility that doesn't work with Conquests. Which also makes the probability very high that people are unlikely to read the thread, let alone remember the quirks of a program they haven't used in a long time.
• It always helps to read the OP of any thread and scan at least the first few & last you posts to see where things stand.

If you do want help then posting what version of the game you are using & what operating system you are running would serve you well.
