Tell me exactly how it works. So for example I have my main city. When I go to lay down the district it says +4. Ok so if I put the disctrict there I get +4 to the output of that district (production or gold or culture) is this right?

Lets say I have an industrial district (Hansa) that I put down next to city center. When I did this it told me the 'hansa' would get +4. I did not put down my commercial district yet, I had 3 resources around it plus my city center for +4. If I put down the (Hansa) and build it and then put down a commercial district NEXT TO IT, will it get a further +2 after its built? (This is REALLY important to know, as I often will plan buildings around one prime building to maximize its output.).

Now lets talk about cards.

One card reads 100% to industrial district adjacencies. Does this mean that if my adjacencies were +4 they are now running at +8?

Another card reads 100% to the buildings inside the district. This seems like the better deal either gold or production or culture as I am basically doubling the output of the listed buildings.

Ideally I would want both a card to max adjacency and another to max the buildings in it.

Is my reasoning correct?

You are correct on all points (assuming I read what you wrote correctly). Note that you can also inadvertently reduce an adjacency bonus you had when you planted the district. So, for example, if +1 of your campus' original +4 adjacency came from being adjacent to two rainforest tiles, you will lose that +1 if you later chop one of those rainforest tiles (leaving the campus adjacent to only 1 rainforest tile).
