Tech cost caps

Is there a way to make technologies cost more than 1000? I like my games to take a long time to progress, (so that I can actually *build* that unit a few times before it becomes obsolete). I usually have done this in the past by multiplying all tech costs by 10 (SMAC) or setting the paradigm at about 400-500 (Civ2). But Civ3 forces me to level off sometime during the renaissance! AAHH!
 
It looks to me like no matter how high to set the cost, there is a maximum research time of 32 turns. I posted some charts awhile ago but no one ever replied.
