somewhere I read that you could tell what tech level the ai rulers are at, does anyone know how to do this?
 
I will respond on a "without using mods" basis.

You can check Literacy levels in the Demographics, which will tell you who is the tech leader and who is the tech loser at any given point in time, but it won't tell you what specific techs they have. You can also pay attention to announcements that various civs have entered this or that technological era, but it doesn't tell you what tech got them into that era.

For that you have to use clues. Civ A has built some trading posts -- they have Guilds. Just got an announcement that Civ B has finished Forbidden Palace -- they have Banking. Civ C has knights running around -- they have Chivalry. Once you have a spy, you can see what they have built or are building in their capital (Civ D is building a public school -- they have Scientific Theory).

You get notice that Sweden just entered the Renaissance era -- one of Sweden's Unique Units is the Carolean, which is unlocked with a first-tier Renaissance tech (Gunpowder) -- odds are that Sweden beelined Gunpowder to unlock Caroleans, but you need other clues to verify. Or maybe a spy.

There are other clues you can glean, but that's the thrust of it.
 
In addition, the Literacy percent is the percent of techs in the tree. (But its locked to zero until Writing) As there are more than 50 techs in the tree but less than 100 and the displayed number only shows whole numbers, sometimes discovering a tech is worth 2 points and other times its only worth 1 point.
(If you remember the total number of techs; you can derive the exact number of techs that both the most advanced and the least advanced player has, and in addition get an approximation of the average [it may have a small rounding error since it doesn't show decimal points])
 
Yeah, 80 techs overall, so rounding of percentages won't be precisely right, but still useful. Also, the highest Literacy rating is 99% (since there is an unlimited number of "Future Techs").

I seem to recall getting 100% in the one game I reached Future Tech 1. (I delayed placing the last space ship part on purpose just for the "We Have The Technology" achievement back in early vanilla)
