tech trading with AI

Isn't it true that you need Alphabet to trade technologies?

Well it seems to be so only for the human player - once you get Alphabet and can trade technologies, you can trade even the Alphabet tech to an AI controlled civ.
I'm not sure if it's a gameplay feature or a bug. I mean, is it meant to be so that once someone researches Alphabet, anyone can trade techs, or should everyone have to research it for themselves to be allowed to trade techs? If the latter, please fix it.
 
Not a bug. Civilization having Alphabet can initiate tech-trade with civilization without alphabet.
 
An AI without Alphabet cannot initiate tech trades, but they can still accept ones the human player offers. The reverse is also true. It's similar for money trades with currency, map trades with paper and so on. As long as one civ has it they can initiate trades with those who don't. This isn't a bug as this is how it is supposed to work.

They can initiate tech trades with those who already have alphabet regardless of whether they have it or not. If your the first to get writing or alphabet than be prepared to be hit with several offers from those who haven't reached that point yet.
