well the easiest way to know is build them, if it says you cant build anymore switch to the next one, your sheilds wont be wasted building needless ones anyway

That only works if you want to build the largest spaceship; you don't need 16 components and 12 modules to get to Alpha Centauri. The real question is usually structurals, so I typically build my desired number of modules and components first, and then just add structurals until I can launch.

The "percent chance" is rather misleading; your ship will always get there (unless you lose your capital), but your bonus score will be penalized.

In any case, there are lots of space ship combinations that give you 100% success chances.
