All right now, since we have seen more than half of the web and one final tier tech. (astrodynamics -> orbital automation/dark networks) lets take a guess at the remaining techs out there and see at release how close we were to getting them right.

The ones mentioned in the article about BE techs said.

Trans genetics: perfecting the human DNA and gives you the Promethean wonder. This tech defiantly follows genetic design I bet.

Bio engineering: growing cities and might be the tech that leads to photo systems.

Thorium reactors: I don't think that this is a technology as it doesn't relate to and current known techs but probably a building that generates energy. (gold)

I can't think of anything right now but I can imagine a tech that allows a cloning wonder which doubles the current population of each of your current cities.

The Torium Reactor is a building that is unlocked by the T2 Tech Engineering (this was said very explicitly in some article). We know nothing about what it does though.

A cloning center would not only not be balanced but also not very useful seeing that an uncontrolled population boom would bring all kinds of problems for the colony. There could be a cloning facility for body parts though, actually increasing health (like the hanging gardens).

The article mentions that thorium reactors would be a type of nuclear reactors that would produce "clean" energy. So, I am guessing it will be a building that gives extra energy. Possibly, it could give +1 health too to represent the lack of radioactive waste.

I love the cloning vats in SMAC. Yes, they were unbalanced but they were great. Plus, the huge pop boom could cause big drone problems for certain factions so you really did have to be careful.

Its a real thing, but there is no working prototype yet. The chinese have huge quantities of thorium lying around (waste material from rare earths extraction) and have reportedly photocopied the US research files on the topic done by the US airforce in the sixties, so we might see such a reactor in action quite soon, IF it is technically feasible at all. Or it could just be this decades cold fusion pipe dream, who knows?

But in SMAC you'd just loose the city and had to switch workers to doctor duty limiting food output which would stop the pop boom when an equilibrium state would be achieved. I usually pop boomed with democracy/planned economy/childrens creche through most of the game and never did it cripple my military or my whole civilisation, like hitting happiness cap does in Civ.
