Temple of Artemis missing

Is it just me but Temple of Artemis is not available in either T40 or T41?

As far as i know we play GOTM without any DLC included... Did you have Temple in earlier GOTMs?

OK, thx for answer. I have all DLC but I guess it's docent matter since all civ are predetermined.
