There was some exchange of views on this subject in Term 5, and I thought I would get a proposal forward early for new administration to consider.

A map of a proposed province in the Indian conquests is at http://www.civfanatics.net/uploads3/Indian_Province_Borders.jpg. Until we make the transition to Democracy I would hesitate to comment on it's economic viability, but it should be able to pay its way and serve as a bulwark against Chinese encroachment.

I supposed I really should have come up with city names that kissed up to the political leadership . . .

This proposal doesn't really follow the geography of the region. Perhaps the provincial border should stop at the jungle?
 
The boundaries as a whole were designed to follow watershed lines and divides in some areas and political realities in others.

-- Thus, the northern and eastern borders follow the divide along the hills and mountains between Hafenland and Rhineland, respectively.

-- The northwestern frontier establishes a watershed boundary with Larsa and whatever province it belongs too.

-- The western frontier is purely military, establishing a funcitional border with Iroquois.

-- The southern border is more speculative, as this land will not be cleared and settled anytime soon. The southeastern border follows a defensible river line; The southwestern sweeps across unblemished jungle, but includes the last great silk source in the region.

I would expect the southern border of Rhineland to be revised in similar fashion, as there is little in the southern jungle to support a separate province. At least the river border I've noted is useful as a military marker.

The watershed lines make sense geographically but not the polical boundaries. Do not be afraid to include foreigh territory in our provinces for that is what we mean by defining borders ahead of time. We do not necessarily have to conduct our foreign policy based on how we define borders. (I mean we don't have to attack the Iroquois just because we include their territory in one of our provinces.)
