Terminal bug when creating scenarios... =\

I think I may have a serious problem. Over and over I've tried to create a scenario, adjusting some of the rules and then going to load scenario. No matter what I adjust it seems that when my science advisor pops up I don't get to choose which technology to explore. If I go to the science page I am then trapped there forever (forcing a ctrl-alt-delete to shut down civ) as I still cannot select a tech to explore and he won't let you leave that page until you have done so. Am I doing something wrong? Any advice would be appreciated =)
