[TOT] test of time crashes when i start a game

I downloaded Test of Time from an .iso, installed it correctly (I think) and installed the 1.1 patch and ToTPP. When I launch civ2.exe and try to start a game, any game, the program quits. Also, when I open the ToTPP launcher, and click apply patch, it says 'could not open civ2.exe!'. I am at a loss for how to get TOT to work on my pc. I have windows ten. I've been following Catfish's TOT installation guide but I'm scratching my head on this still. For those of you wondering in other threads why I was asking for MGE graphics in 2019....this is why

Just in case you missed it and JPetroski can't solve your problem via pm, there has recently been some discussion in the TOTPP thread about getting things to work. Start from this post and keep reading. Maybe something will help.
