to Firaxis! The multi-tool should never have needed writing in the first place!
I was going to ask that Firaxis include a feature in the editor to automatically create and apply patches / modpacks. The idea is to allow partial changes without doing a wholesale replacement of the BIC files -- get the units from LWC, and one of the government addons.
