I did some very quick and dirty testing to understand how it affected a certain nice little WW2 scenario with "low hitpoints and high firepower" written by someone around here and it seems to give the bonus when defending against Move=2 (not at 3) and Hitpoint=1 (not at 2), but FP of either 1 or 2 is ok (did not test higher). I did not test defending against anything but ground troops. It's not much information, but hopefully that's a start for you.
Great, I'm gping to give the pike man flag to all my armoured units in the upcoming BFC scenario. (since tanks can move 3 and infantry 2). What an irony.
